Historical Note

In 1937 the International Longshoremen's Association Local 38-92 (AFL) became the International Longshoremen's and Warehousemen's Union (ILWU) Local 1, the first CIO local of the ILWU chartered in the state of Washington. ILWU Local 1 was based in Raymond, Washington (on Willapa Bay), and existed until it merged with Aberdeen Local 24 in 1976.

Arrangement

The records are arranged into three series:

  • Organizational files
  • Willapa Harbor Longshoremen's Benevolent Association
  • Pacific Coast Pensioner's Association

Scope and Content

These records provide an important early record of CIO (Congress of Industrial Organizations) unions in the region.

Included are records of ILWU Local 1, minutes of other Washington locals' labor relations committees, and records of two benevolent associations -- the Willapa Harbor Longshoremen's Benevolent Association and the Pacific Coast Pensioner's Association -- that were intended to provide union workers with accident or retirement benefits. Individuals represented in the papers include ILWU Local 1 secretary Ralph W. Stark and Norman A. Mattson.

The records consist of minutes, correspondence, election material, newsletters, contracts and agreements, financial documents, conference and convention materials, publications, memorabilia, and ephemera.

Restrictions on Access

The records are open to all users.

Restrictions on Use

The literary rights of the representatives of the records-creating organization have been transferred to the University of Washington Libraries.

Custodial History

The records apparently were transferred to Aberdeen, Washington, when Local 1 and Aberdeen Local 24 merged in 1976. Jack Spurrell later took an interest in preserving them and brought them back to Raymond in 1988.

Acquisition Info

These records were given to the University of Washington Libraries by Jack Spurrell of Raymond, Washington, in July of 1991.

Processing Info

Processing of the collection was completed in 1992.

Two color photographs were relocated to the visual materials collections in the Special Collections division of the University of Washington Libraries in 1993: a photo of Jack Spurrell and Norman Mattson with the Longshoremen's statue in Raymond, Washington, forms photograph Accession No. 2001-72; and a portrait of Harry Bridges may have been added to the division's Portraits Collection, PH Coll 563.

Two bound volumes of the tabloid ILWU newsletter, The Dispatcher, 1945 and 1959, were transferred to the Microform and Newspaper Collections in the University of Washington Libraries in 1991.
