Brief Information Paper: Record Keeping and Information Distribution System of Pyithu Hluttaw
Abstract
Enlightened Myanmar Research Foundation (EMReF) has been carrying out political-oriented studies since 2012. In 2013, EMReF published the Fact Book of Political Parties in Myanmar (2010-2012) and studied the views of political parties on country’s development. Since then, EMReF has conducted research related to political parties, elections, and Hluttaws. The main purpose of this report is to enhance political participation of people of Myanmar by highlighting the importance of legislature and electing the right candidates systematically for Hluttaws through better understanding of record keeping and data distribution systems of Pyithu Hluttaw, which implements public policies. EMReF mainly obtained the data from the Government Office of Pyithu Hluttaw under the Ministry of Home Affairs’ General Administration Department. This is the first step of EMReF in conducting such study, and in the future, EMReF will study record keeping and data distribution of Amyothar Hluttaw and region/state Hluttaws. These studies aim to promote the policy implementation of all Hluttaws. In addition, civil society organizations, non-governmental organizations, and other stakeholders can contribute more in implementing policy-making processes of Hluttaws.
