The project aimed to assess the department’s internal capacity, examine alignment between FPHS investments and local priorities, and identify opportunities for more strategic and equitable public health delivery. A mixed-methods approach was used to capture a comprehensive picture of the health department operations and context. Data sources included a review of Community Health Assessments, Community Health Needs Assessments, and FPHS Annual Reports from State Fiscal Years 2023 and 2024. In addition, a 48-question staff survey was designed and administered to gather both quantitative and qualitative data from employees across the department.
