States departments of transportation (DOTs) rely on scheduling to achieve such objectives. However, a review the standard specifications of most states reveal considerable inconsistencies in those specifications. For example, some states require CPM schedules some simply require Gant Charts. This research work investigates the scheduling practices adopted by states DOTs by conducting a full content review of standard specifications of all 50 states and the special provisions of a number of projects in various states. The content review is followed by a comparative analysis of the scheduling practices of State DOTs and industry best practices presented by the Project Management Institute (PMI), the Association for the Advancement of Cost Engineering International (AACEI), Unified Facility Guide Specifications (UFGS), and the National Aeronautics and Space Administration (NASA). A survey questionnaire of a 110 of various DOT scheduling personnel was also administered to get their perception about the inconsistencies.
