And how can the Peruvian government replicate this solar energy program’s success at national scale through a public-private partnership? At an institutional level, this research analyzes how NGO philosophies and on-the-ground practices facilitate the sustainable provision of solar energy in highland Peruvian communities. At a community level, it examines how rural residents engage with NGO solar energy provision and perceive, negotiate, and actively contest transitions to grid electrification in small Andean villages.
