dc.description.abstractWhat are the policies and procedures that have led to successful NGO delivery of solar energy in Peru, from both the perspective of the institution, as well as the rural campesinos it serves? And how can the Peruvian government replicate this solar energy program’s success at national scale through a public-private partnership? At an institutional level, this research analyzes how NGO philosophies and on-the-ground practices facilitate the sustainable provision of solar energy in highland Peruvian communities. At a community level, it examines how rural residents engage with NGO solar energy provision and perceive, negotiate, and actively contest transitions to grid electrification in small Andean villages. On a policy level, this project explores the policy contact zone between public-private partnership frameworks and the ground-level challenges of rural solar energy infrastructure.
