Abstract
Avian influenza continues to threaten to become a worldwide pandemic. The virus appears to have arisen in China and spread to neighboring countries. China would be the center of vaccination and containment strategies if the virus mutates and becomes easily transmissable between people. This paper looks at the question of China's capability to operate on the world stage as a competent, transparent world power during an avian flu pandemic.
