Abstract

Using Hurricane Harvey as a case study, this study examines the extent to which communities are aiming to build resilience during the disaster recovery process. We conducted key informant interviews with local health departments (LHDs) and one Office of Emergency Management to determine if and how their communities are incorporating public health considerations into the visioning, planning, implementation, and assessment phases of disaster recovery. Utilizing a combined inductive and deductive approach, we coded and thematically analyzed interview notes and/or transcripts. We found that communities are continuing to miss opportunities to “build back better” and to build resilience through disaster recovery. LHDs would benefit from additional resources, support, and technical assistance designed to facilitate working across sectors and building resilience during recovery.
