Abstract
This thesis is a policy analysis of the Vaccination Investment Strategy (VIS) framework used by the GAVI Alliance (formerly the Global Alliance for Vaccines and Immunization) which funds immunization programs in over 50 low and middle-income countries (LMIC) worldwide. The thesis focuses on the criteria used in the VIS framework. The VIS framework is compared with other vaccination frameworks to find ways to recommend policy improvements. This analysis finds that expanding criteria around vaccine affordability would provide needed transparency regard vaccine pricing to help GAVI better reach their goals. The policy recommendation made is to add criteria to the GAVI framework around vaccine manufacturer profits. There is only a small body of academic work on vaccine decision-making frameworks in LMIC. This policy analysis thesis contributes to the literature around complex decision-making in LMIC settings.
