Breaks down motives of 3 separare groups who would like Garcia gone. One group would also like Flores Lima gone. First group is ARENA sympathizers (biggest threat), second is officers who want reform, thrid is small groups who think that Garcia is not doing enough about land reform and human rights abuses. Know coup would mean possible end to US aid. If Garcia and likely Flores Lima step down, either Vides Casanova or ARENA linked Carranza would take place. ARENA will be "effective force working to limit reformist policy"
