A Policy Analysis of Russia's Proposed Special Education Standards

Abstract

This paper explores the special education standards that are under development in Russia as of 2012. The paper applies a policy analysis lens to examine the standards' potential impact on the educational experience of students with disabilities in Russia. In addition to relevant literature, the analysis is informed by stakeholder interviews.
