The increasing emphasis on sustainable and active transportation modes, such as cycling and walking, highlights the need to prioritize the safety of cyclists and pedestrians in urban environments. This thesis investigates the intricate relationship between decision-making processes in urban planning and the safety outcomes for cyclists and pedestrians in two prominent cities, Seattle and Minneapolis. By examining the planning practices and policies implemented in these cities, this research aims to identify the key factors that influence the safety of cyclists and pedestrians, and evaluate the effectiveness of decision-making processes in addressing their needs.
