Equity of the Pierce Transit System: A Geospatial Comparison of Accessibility for Key Population Groups

Abstract

Transit systems provide critical access to both vital and social resources to many within a community, but particularly for those without other means of transportation. Lack of transportation options, or transportation disadvantage, can lead to social exclusion and lower well-being. With the impact that transit makes on everyday life, it is important to understand the equity impact of a transit system in a large and diverse county such as Pierce County, Washington. Therefore, the purpose of this study is to analyze the social equity of the Pierce Transit system with a goal of identifying any equity shortfalls or gaps and potentially providing recommendations for alleviating such shortfalls. This study reviews the theories behind and methodologies for assessing equity in transit. It analyzes the equity of the Pierce Transit system through measuring the accessibility of the system based on the number of jobs and community assets are accessible by transit and adding an equity component to that assessment through looking at key population groups. A potential gap analysis is conducted to ascertain any equity shortfalls. The results show equity gaps in the Pierce Transit system and lead to recommendations for alleviating the shortfalls.
