Accurate and reliable aerodynamic data even for civil aircraft are often kept by their manufacturers and are not available to the public. Moreover, researchers would like to further investigate about the performance of this vehicle or to evaluate their newly developed CFD code. To fulfil this gap, NASA decided to design and built a model (HL-CRM) of a representative of a transonic civil aircraft and make it available to all researchers. This model has been and will be tested in various wind tunnels as well as the CFD development community. All data will be published, hence everybody who is interested in this field can use the data to improve the understanding of aerodynamics. The University of Washington cooperates with Boeing to build a HL-CRM model to serve as a platform for innovative research and to provide educational courses to students. The first stage of building the model is to consider all the potential functions for our HL-CRM. 17 important issues have been listed by the experts in UW and Boeing. Hence, the propose of this paper is to investigate the 17 conceptual design considerations for designing HL-CRM. Since it is difficult to study all the issues on the model, the priority of the issues is discussed eventually.
